2 part epoxy time!
1. mix up some 2 part (jb weld or something more pliable as needed)
2. pour into a dixie cup to make a semi thick disc (as thick as you need)
3. trace the old part on new disc
4. cut out with a dremel
5. new part.

DO NOT USE EPOXY!! NO NO NO. WRONG!!!
This is a standard GM body clip. Emphasis on STANDARD. It’s about $2-5 at any parts desk. Go to your GM dealer, have them look it up, bam. New part. Or if you don’t wanna go to the dealer and wait 10 minutes for them to grab it out of the drawer, dig it up here:
edit: upon reflection, this may be a Ford or Chrysler. But really, does it matter ? It really is just a very standard body clip. I used to have a pile of these things for all makes and models. Body clips is body clips.

In the alternative, do as The Acutual RootWyrm suggests and visit a body shop. They outght to have the fastner, or something like it that will work.

If you have an auto body supply store in your area they will generally have those in stock (or several that are nearly identical). I might actually stop at the dealer parts counter too, especially if it's a Toyota shop that's been around since the 80s. You never know what lurks in the back.
